Bay St. Louis-Waveland Public School District
Bay-Waveland School District’s state funding for the 2024-2025 school year is $10,683,196 under the new, fully funded Mississippi Student Funding Formula (MSFF).
Statewide, funding for public schools increased by $239-million, but some districts, like Bay-Waveland, received relatively flat funding due to declining enrollment (a hold harmless provision in the new Mississippi Student Funding Formula means these districts will be shielded from funding losses for three years).
Prior to this year, Bay-Waveland schools had endured 16 consecutive years of underfunding in the previous funding formula, the Mississippi Adequate Education Program, resulting in a cumulative loss to the district of $13,483,719.

Nationally, Mississippi ranks near the bottom, 47th among the states, in per pupil school spending (U.S. Census, Public Education Finances: FY2022, published May 2024) but much higher, 25th among the states, in the rigor of our academic standards (Education Next, published May 2018).
